This PR moves our
pytesttests fromproblemtools/teststotests. Havingtestsin the root of the repository seems to be best practice, and it avoids installing our tests when one installs the package.This also adds a minor clean-up of
MANIFEST.in, excluding some minor clutter from our sdist.
