The settings screen has no scroll, so a short terminal drops its tail and the footer with nothing said #445

Description

@lexfrei

_render pads the body to H - footerH, appends the separator and the footer, then writes exactly H lines. When the body is already longer than that, the footer sits past the end of the buffer and is never drawn, along with the bottom of the list.

Measured on 3d5bb6f with one account and sx configured, 100 columns wide: the settings body is 39 lines, and the footer only appears once the terminal is 43 rows tall. At 24 rows the screen ends in the middle of the list with no hint that anything follows.

Every account adds rows (remove, reorder) and so does every new setting, so this gets slowly worse. Paging or a scrolling viewport on that screen would settle it.
