Introduce `@test_loweringerror` so that testing lowering errors is more systematic. This will also help with porting the test suite to JuliaLowering.

Introduce
@test_loweringerrorso that testing lowering errors is more systematic. This helps with porting the test suite to JuliaLowering especially if we have a transition period if we want syntax.jl tests to pass with both lowering implementations.
