I can confirm that this fixes the error we have seen in PackageCompiler when creating libraries (where the sysimage and libjulia-internal ends up in the same process). |

We have seen some issues with PackageCompiler that likely comes from an ODR violation with this symbol. Testing this PR here to see if that produces binaries that are better.
