Add ability to generate a clowder.yml for all GitHub projects for a user

Brainstorming:

• Argument to indicate which user/org to create file from
• Add some file to repo root indicating what the project configuration should be. Something like clowder.config.yml that could indicate this repo is a fork of another repo on a different service, preferred project path if different than repo name (see: sox), groups, or preferred ref if different from default remote's HEAD. or can specify to ignore repo
• Option to ignore forks
• Automatically create clowder repo for user and upload yaml file, or allow specifying clowder repo
