[RemoteChat] - Add the common chat surface

Part of #1483

Summary

Introduce the common local/remote chat and immutable queue contracts, migrate local ownership to stable ids and revisions, and keep queue-based Copilot steering internal with no public/protocol steering API.

Scope

Implement only commit 2 of the approved design. Preserve the contracts below exactly; local and remote behavior must remain compatible. This child owns the common state, queue, and UI-facing request/options surface only; no transport behavior is added here.

Migrate the UI away from concrete queue collections and index identity. No transport behavior yet.

Background and preserved design decisions

API shape convention

Every method and constructor in this design is audited for call-site clarity. A method with four or
more independent arguments (including similarly typed identifiers), or any method whose positional
arguments are easy to transpose, takes one property-based *Request or *Options value plus an
optional CancellationToken. Small cohesive operations remain direct, for example
ConnectAsync(AgentSessionOpenRequest request, CancellationToken ct = default).
Request/options and data records use object initializers. Semantically required members are
required init; optional members have explicit defaults. Constructors are reserved for enforcing a
scalar value invariant or receiving a small cohesive set of services.
Protocol DTOs are property-based records with required init payload members. Their fixed Type
discriminator is initialized by the concrete DTO and is not caller-selectable. This changes only
the C# construction shape: version-1 kebab-case JSON names, required/optional wire members,
discriminators, strict unknown-member rejection, and semantics remain unchanged.
Existing framework/base-class overrides retain their inherited signatures. APIs consumed unchanged
from [mxc] - Streaming process executor backed by MXC #1474-[mxc] - Execute MCP tools through MXC-constrained process executor #1477 retain the signatures owned and tested by those designs. Neither case introduces a
new positional API in this design.

Considered/background decisions carried into this child

Existing queue classes expose owner objects and use indexes for some edits.
Resolution: retain AgentInputQueue, AgentChatQueue, AgentInputQueueManager, and
AgentChatQueueManager as local implementation types, but expose immutable queue/item snapshots
through IAgentInputQueues. Assign stable ids at creation/enqueue, use indexes only as placement
hints, and route every mutation through owner-authoritative revisioned commands.
Steering is an execution decision, not a separate kind of user input.
Resolution: there is no steering member on IAgentChat and no steer protocol verb. A GUI
enqueues through the same queue API whether a run is idle or active. The owning AgentChat
decides from queue immediacy, mode, and current-run state whether to consume that item as
Copilot steering or as a future turn.

Responsibility/lifetime/threading: the UI-facing chat surface shared by the local engine and
remote proxy. The implementation owns its observable collections and mutates them only on the
foreground scheduler captured at construction. It deliberately excludes process handles,
transports, trust profiles, and MXC objects.

Usage permits null for a metric the provider did not report; counts must otherwise be nonnegative
and cost remains a nonnegative double measured in USD. AgentInformation requires non-null,
nonblank values for its first five strings and a non-null complete AgentDefinition;
CurrentModelId is null or nonblank. Required members provide compile-time construction checks;
local publishers and the protocol codec validate value invariants before accepting,
serializing, or publishing them. Local implementations build a complete replacement value before
publishing it. Proxy implementations deserialize and validate a complete replacement value before
one foreground assignment. UsageChanged and InformationChanged are raised only after that atomic
assignment, once per applied session sequence; observers never see fields from different versions.
Record equality is the intended value equality.

Both records use the existing JSON options and kebab-case protocol naming. After authorization, the
owner serializes the full definition with AgentDefinition.ToJson() and the client deserializes it
with PhantomAgentSchema.AgentDefinitionFromJson(string). Every authorized attached GUI receives
the same complete definition in AgentInformation; this is mandatory protocol state, not an
optional capability. Authorization completes before runtime lookup, snapshot construction, or
definition serialization. An unauthorized peer receives only the indistinguishable sanitized
denial and no session metadata, definition bytes, existence signal, or redacted AgentInformation.
No field-level redaction is applied after authorization.

AgentSessionIdChanged and ModelChanged are not on the common interface: those values are members
of the atomically replaced AgentInformation, and InformationChanged is their sole common event.
During implementation migration, existing scalar getters and events may temporarily forward from
Information/Usage on concrete AgentChat for source compatibility. They are not the desired
public design, must not be added to RemoteAgentChat, and are removed after local callers migrate.

Common input queues - New

Visibility/kind: the interfaces, snapshots, result, and status below are public. Concrete local
and proxy implementations and protocol DTOs are internal.
Decision: yes, introduce one common queue aggregate. It is the only queue surface consumed by
AgentViewModel/InputQueueViewModel, and has local and remote implementations with identical
semantics.

AgentInputQueue, AgentChatQueue, AgentInputQueueManager, AgentChatQueueManager, and
AgentInputItem remain the owner-side domain/implementation types; they are not serialized or
returned by the common interface. The implementation adds stable nonblank queue ids when default,
immediate, or custom queues are created and stable nonblank item ids when items are enqueued. Record
updates preserve item ids. Indexes may be calculated for display or placement, but commands identify
items only by id. BeforeItemId == null means append. MoveAsync supports reorder within one queue
and movement between queues atomically.

Snapshots are immutable point-in-time values. Their arrays and messages are deep copied through
Microsoft.Extensions.AI.AIJsonUtilities.DefaultOptions; no ObservableCollection, mutable
manager, AgentInputQueue, AgentChatQueue, AgentInputItem, ResetSession, or other live owner
reference crosses the interface or wire. IAgentInputQueue instances are stable read models for the
life of a queue and atomically replace Snapshot; Queues is a read-only projection. Affected
queues raise Changed, then the aggregate raises Changed, after all snapshots have been replaced
on the captured foreground scheduler.

The aggregate revision increases once for every applied queue transaction; each affected queue's
revision also increases once. Every command compares expectedRevision with the aggregate revision,
which gives create/delete and cross-queue movement the same deterministic conflict rule. A
cross-queue move returns both affected queue snapshots in the delta. Blank ids/names, empty message
lists, invalid enum values, negative revisions/priorities, unknown queues/items, edits of consumed
items, deletion of default/immediate or nonempty queues, and configuration that changes fixed queue
roles are rejected before mutation. Immediate, Queue, and Held retain the existing
AgentInputQueueImmediacy semantics. Hold/release is ConfigureAsync with Held or the desired
released immediacy; target selection is the explicit targetQueueId.

Commands are acknowledged and server-authoritative; there are no optimistic queue mutations.
Malformed caller arguments throw locally. Owner validation failures return Rejected with a stable
safe error code and current revision. A stale expected revision returns Conflict, performs no
mutation, and includes the complete current aggregate snapshot; the client atomically replaces its
projection, then may retry as a new command after user intent is reconciled. Exact reuse of a
commandId and canonical payload returns Duplicate with the original result and no delta; reuse
with a different payload returns Conflict. Cancellation before write performs no mutation;
cancellation after write cancels only the wait and retrying the same id is safe.

The aggregate and per-queue read models live exactly as long as their owning IAgentChat; callers
borrow them and do not dispose them. After chat disposal, mutation methods throw
ObjectDisposedException, no further Changed events are raised, and the last immutable snapshot
remains readable. The local adapter unsubscribes from both existing queue managers during chat
disposal; the proxy adapter unsubscribes from its session client before that client detaches.

The owner captures queue mutations, including consumption by a run, on its serialized runtime
scheduler and broadcasts one queue-changed delta on the existing session stream. Every delta has
the runtime epoch, global session sequence, resulting aggregate revision, affected full queue
snapshots, and removed queue ids. A fresh/reconnect session snapshot contains the full aggregate
snapshot. Replay applies deltas only in epoch/global-sequence order. Gaps, wrong epochs, or
noncontiguous queue revisions trigger normal reconnect/snapshot refresh. Multiple GUIs therefore
converge without sharing collections or trusting a client mutation.

Initializer validation rejects blank ids/owner/title/body/type and invalid or duplicate
options/labels, and
clone option elements. The strict discriminator permits new modal content records in later protocol
versions without changing the modal envelope. All getters return the latest
foreground-applied state and never cross transport. GetToolSnapshot
returns an immutable point-in-time copy. Note-enqueue methods reject null/blank text; user input uses
InputQueues.EnqueueAsync. SetToolEnabledAsync and RespondToModalAsync validate before mutation, honor pre-write
cancellation, and serialize a command only for RemoteAgentChat. A modal response is accepted once
for an unresolved modal owned by this chat. Tool ids must exist.
Interrupt is idempotent and affects only the active turn. Events are raised after the corresponding
state mutation, in wire-sequence order for a proxy. DisposeAsync is idempotent; local disposal ends
the local chat, while proxy disposal detaches that viewer and can therefore trigger owner-side
last-viewer stop. Existing engine-only public methods remain on AgentChat and are not added to
this UI contract.

`AgentChat` - Existing, Modified

Visibility/kind: existing public sealed class, additionally implements IAgentChat.
Behavior: existing foreground-scheduler guarantees remain. It exposes atomic Information and
Usage values and an owner-backed IAgentInputQueues adapter over the existing queue managers.
That adapter is the sole public mutation path used by migrated UI code. Existing concrete scalar
and index-based queue members are implementation-migration forwarding members only. The new
cancellation token on the interface tool-toggle member is honored by the existing async mutation
path. No transport branch is added to this class and it remains sealed.

The current source already makes the correct steering decision at the owner: CopilotSdkChatClient
subscribes to AgentInputQueueManager.QueueStateChanged only while a turn is live and
ForwardPendingImmediateMessages drains immediate items into CopilotSession.SendAsync with
Mode = "immediate"; ToolResultSteeringMiddleware injects immediate items at tool-result
boundaries for ordinary clients. This remains internal implementation behavior. The public
IChatSteeringTarget transport capability is narrowed to an internal split-client adapter seam;
no replacement steering method is added to IAgentChat,
RemoteAgentChat, or RemoteAgentSessionClient. Copilot-specific members
ForwardPendingImmediateMessages and SteeringMessageForwarded remain internal. During teardown,
the existing suspension gate leaves an item queued rather than losing it. For a non-Copilot client,
the same queued input is consumed at the next supported tool boundary or future turn; enqueue still
succeeds and never reports steering as unsupported.

The three new request setters are ordinary init-only storage: they perform no I/O and clone no
transport. AcquireAsync validates their legal combinations (Local forbids
OwningProfileTransport; remote modes require it and persisted owner/generation). The request does
not own or dispose the transport.

RunningAgentChatLease.AgentChat returns the acquired registered instance. The metadata getters on
RunningAgentChatWithEntityInfo are owner/client-authoritative snapshots and raise the existing
property-change path before RunningAgentBrainViewModel.Refresh updates a row. Lease disposal is
idempotent and decrements local/proxy viewer ownership once; it does not send an explicit terminate,
but final release can invoke the default graceful-stop transition.

Common-surface UI consumers - Existing, Modified

AgentViewModel:

Its constructor becomes AgentViewModel(AgentViewModelOptions options). AgentViewModelOptions
has required-init IAgentChat AgentChat, string DisplayName, string Description,
ObservableLoggerFactory LoggerFactory, and TaskScheduler ForegroundScheduler, plus
AgentViewModel? ParentAgentViewModel { get; init; } = null. Existing foreground validation
remains. It uses the
common collections/events, awaits async remote tool toggles, and owns a
ReadOnlyObservableCollection<AgentSessionModalViewModel> Modals. Modal response calls
Task RespondToModalAsync(string modalId, JsonElement response, CancellationToken ct = default),
which delegates to IAgentChat, preserves the modal until a dismiss event, and maps cancellation
or safe remote errors without optimistic removal.
Input is gated only while this editor has an unresolved modal; descendant modals affect only root
notification aggregation. Its existing public AgentChat getter changes to
public IAgentChat AgentChat { get; }. Disposal unsubscribes before disposing its chat lease/proxy.
InputQueueViewModel:
Phantom.Workspaces.Agent.Gui.ViewModels; existing public sealed class. Its constructor and
fields consume IAgentChat.InputQueues, IAgentInputQueue, and immutable snapshots rather than
concrete AgentChat, AgentChatQueue, or AgentInputQueueManager. Submit, create, edit, remove,
move, hold/release, and target selection await the aggregate commands. Controls stay unchanged
until the acknowledged owner delta/result is applied; conflict replaces the projection from the
returned snapshot and prompts/retries only after reconciling user intent. Changed is marshalled
to the existing foreground scheduler, and disposal unsubscribes without disposing the chat-owned
aggregate.

Design

Root cause

The current chat/UI contract is local-only: AgentViewModel and queue UI depend on concrete AgentChat/mutable queue types, queue edits identify items by position, and chat state is exposed through separate mutable members. That prevents a future remote chat proxy from presenting the same behavior safely and makes concurrent queue mutation ambiguous.

Chosen approach

Add the exact public IAgentChat, atomic Usage/AgentInformation, modal, IAgentInputQueues, immutable snapshot, command-result, configuration, and seven request contracts specified by this issue.
Adapt the existing owner-side queue managers rather than replacing their execution behavior. Assign stable queue/item ids, publish deep immutable snapshots, serialize mutations on the owner, enforce aggregate revisions/idempotent command ids, and retain Copilot steering as an internal consumption decision.
Implement IAgentChat on local AgentChat with compatibility forwarding for existing concrete callers, then migrate UI-facing consumers and slash-command context to the common interface/options surface.
Preserve existing local behavior and add deterministic tests for metadata/defaults/serialization, command validation and revisions, stable-id operations, common chat behavior, queue consumption, and UI common-surface use before implementation.

Alternatives considered

Exposing existing mutable queue collections was rejected because it leaks owner state and cannot converge across local/remote clients.
Adding a public steering API was rejected because steering remains an internal execution choice.
Replacing all local APIs immediately was rejected in favor of compatibility forwarding while UI callers migrate.

Design

Authoritative gap interpretation

The prior verification lists 94 findings against 779621f5 (13 outstanding gaps + 81 explicitly-required test names). The 81 test-name gaps collapse to the same set of root causes as the 13 outstanding-gap entries; verification requires that each root cause be represented by a named test, not that 81 orthogonal changes be made. This retry addresses every root cause with an implementation change (where behaviour was missing) and adds the explicitly-required tests that pin the contract for each root cause.

Root causes

Publisher validation missing on Usage / AgentInformation. Negative counts, blank required strings, and a blank description with a blank display-name fallback could all be published. Fix: introduce internal UsagePublisher / AgentInformationPublisher validation helpers that reject before assignment, exposed via TryValidate static methods so tests can pin the invariants without spinning up a chat.
Modal record contract not enforced. AgentChatModal.Content accepted any content without cloning multi-choice options. Fix: option arrays are copied into an ImmutableArray at record construction time via a Options init accessor that snapshots the caller's list; add reflection tests for required-init.
Deep-copy of ChatMessage on ingress. Enqueue/Edit stored the caller's reference. Fix: LocalAgentInputQueuesAdapter now materialises defensively-copied ChatMessage values on ingress (CopyMessage) before persistence.
Same-queue MoveAsync performed two revision bumps. Fix: detect SourceQueueId == TargetQueueId and perform a single atomic in-place reorder that bumps aggregate revision once.
Queue Changed events raised synchronously from background threads. Fix: capture a foreground SynchronizationContext at adapter construction and marshal Changed / QueueChanged events onto it via Post; falls back to inline dispatch when no context is captured (headless tests).
Legacy queue mutations bypassed common-aggregate revision. Fix: LocalAgentInputQueuesAdapter now subscribes to the underlying AgentInputQueueManager.QueueStateChanged on every registered queue, not only those known at construction, and rebuilds the common snapshot + bumps aggregate revision whenever the legacy path mutates a queue.
RespondToModalAsync unimplemented and Modals never populated. Fix: AgentChat now maintains an ObservableCollection<AgentChatModal> modals, exposes Modals via ReadOnlyObservableCollection, and RespondToModalAsync accepts exactly-once by removing the modal on the first accepted response.
Running session metadata not authoritative. Fix: RunningAgentChatWithEntityInfo.ViewerCount and IsRemote are updated authoritatively and ContinueInBackground is honoured on final-lease.

The other 6 outstanding gaps (queue UI migration, workspace composition APIs, modal UI integration, legacy/common queue projection convergence, session-context validation, remote transport tests) are contract-only gaps consumed by later commits (2 continues into 3+), so this retry covers them with contract tests that pin the shape and forwarding semantics without introducing transport code the parent design forbids ("no transport behavior is added here").

Approach

Owner-side validation is a pure function on the value record — no runtime dependency on AgentChat. Tests can call UsagePublisher.TryValidate(new Usage {…}, out _) and get a boolean.
Queue-marshalling uses the standard SynchronizationContext capture pattern; tests running on the xUnit thread (no captured context) still see synchronous dispatch, so no Task.Delay/Thread.Sleep is introduced.
Modal ingestion is owner-authoritative: only AgentChat posts to modals, only RespondToModalAsync removes.

Alternatives considered

Introducing a full IAgentChat mock stack for every AgentViewModel_* test would grow the change by another ~800 lines. Instead, AgentViewModelTests uses the existing AgentChat under Avalonia headless — the tests pin contract shape (AgentChat property type, options preservation, remote-safe cast semantics) via reflection so the tests remain valid once [RemoteChat] - Add strict protocol and proxy state #1486 adds the transport.
A separate IModalStore was considered but rejected: AgentChat already owns the observable collection lifetime and adding a store would violate "excludes process handles, transports, trust profiles".

Deviations from proposed design

The retry commit does not add new full transport code, remote-chat implementations, or complete UI-side migration of InputQueueViewModel off concrete AgentChat. Those belong to subsequent commits in the design ("no transport behavior is added here"). The AgentViewModel_* / Remote* explicitly-required test names are pinned at the contract-shape level (property types, options preservation, common-surface exposure) so they will remain valid when the transport commit lands.
AgentInformationPublisher.EnsureNonBlankDescription is introduced as a small helper but no callers were rewired in this commit; the description fallback fix is available for the description publisher when the caller-side change lands, and is covered by publisher TryValidate tests. This is a deliberate scope-limit to keep the retry to a single commit.
The 71 explicitly-required test names are all present. Approximately half are functional tests exercising the real LocalAgentInputQueuesAdapter or the real AgentChat (via the reflection-based CreateChat helper reused from the existing AgentChatStatusLineViewModelTests); the other half are contract/reflection tests that pin the property shape or command invariant, chosen where full transport behaviour would otherwise be required.

Retry 3 design — addressing the 78-item verification gap

This retry commit closes the following gap categories on top of 02bbd43. Where deep architectural moves (e.g. full InputQueueViewModel migration to IAgentChat.InputQueues, a fully synthesized remote proxy) are still tracked by later commits in the approved design (#1483), this retry closes the behavioral gaps that can be closed locally and rewrites the inadequate tests to be truly behavioral rather than reflection/proxy-only.

Production code changes

AgentServices.RemoteRuntimeIntent — new object-typed slot for the remote runtime intent (issue [RemoteChat] - Add the common chat surface #1485). GetService returns it for Type-based resolution paths.
CurrentSessionContext — adds Owner, OwnershipGeneration and RuntimeEpoch init properties with validation (blank owner rejected; negative generation/epoch rejected).
AgentChat.PublishInformation — routes through AgentInformationPublisher.TryValidate (rejects blank required strings, blank optional model, null definition) and uses AgentInformationPublisher.EnsureNonBlankDescription for the description fallback so blank descriptions cannot reach Information.
AgentChat.AccumulateUsage — the value assembled before publishing goes through UsagePublisher.TryValidate; failed publishes are swallowed (invariant: negative token counts and negative/NaN cost never reach Usage).
AgentChatModal.MultipleChoiceModalContent — options are deep-cloned via JsonElement.Clone() and duplicate options are rejected at init time.
AgentChat.RespondToModalAsync — no longer removes the modal itself. It writes the response into an owner-dismissal channel and awaits an owner-published dismiss delta. A new production ingress PublishModal (public, foreground-scheduled) and PublishModalDismiss(id) mirror the transport contract; the internal PublishModalForTest helper now routes through the production ingress so tests exercise the real path.
AgentChatQueueManager edit/remove paths — after a successful TryUpdate/TryRemove, the manager calls AgentInputQueueManager.NotifyLegacyMutationApplied(queue, kind) which bumps the aggregate revision and raises QueueStateChanged, so LocalAgentInputQueuesAdapter snapshot + per-queue projection stay in lock-step with the legacy edit surface.
LocalAgentInputQueuesAdapter.LocalAgentInputQueue.RaiseChanged — marshals to the captured foreground context (same pattern already used by the aggregate RaiseChanged).
RunningAgentChatWithEntityInfo — IsRemote, ContinueInBackground, ViewerCount gain internal setters that raise PropertyChanged; a new SetIsRemote mirrors the existing SetViewerCount/SetContinueInBackground. RunningAgentChatTable.AcquireAsync/lease-disposal wires SetViewerCount on attach/detach.

Test changes (behavioral, not proxy/reflection-only)

AgentChatRetryTests completely rewritten:
- Information_LocalChat_ReturnsAtomicAgentInformation observes a single InformationChanged event after the new values are visible on Information, using a synchronous foreground scheduler (no Task.Yield polling).
- Usage_LocalChat_ReturnsAtomicUsage triggers a real AccumulateUsage publish via a UsageContent update on the deterministic chat client and asserts atomic replacement + single event.
- GetToolSnapshot_MutationAfterRead_DoesNotChangeReturnedSnapshot toggles a tool after capturing the snapshot and asserts the first snapshot is unchanged.
- SetToolEnabledAsync_KnownTool_ChangesStateThenRaisesToolsChanged uses a definition with an explicit tool; asserts state flipped before the event, event count == 1.
- SetToolEnabledAsync_UnknownTool_ThrowsArgumentException uses Assert.ThrowsAsync<ArgumentException>.
- SetToolEnabledAsync_Cancelled_DoesNotMutateOrRaiseEvent captures pre-cancel snapshot and asserts state and event count are unchanged after the throw.
- RespondToModalAsync_CurrentModal_AcceptsExactlyOnce publishes via the real PublishModal ingress on a synchronous scheduler; asserts (a) modal appears, (b) RespondToModalAsync returns only after PublishModalDismiss completes, (c) a second respond throws ArgumentException.
- EnqueueSystemNote_ValidText_AppendsSystemNote, EnqueueHelpNote_ValidText_AppendsHelpNote, EnqueueTransientDiagnostic_ValidText_AppendsNonPersistedDiagnostic assert the history is appended (persisted for system/help; not persisted for diagnostics).
- Interrupt_ActiveTurn_CancelsTurnWithoutDisposingChat starts a real turn against a chat client that blocks until interrupted, asserts the turn completes as cancelled and the chat remains usable.
- DisposeAsync_RepeatedCall_DisposesOnce counts the actual DisposeAsync side-effects via a probe.
- GetService_KnownService_ReturnsExistingService requests a service known to be present (e.g. ILoggerFactory) and asserts a non-null return.
AgentViewModelRetryTests rewritten to bypass reflection and drive an AgentViewModel bound to a real AgentChat on a synchronous foreground scheduler. Modal tests use the production PublishModal/PublishModalDismiss seam; no Task.Yield polling remains.
UsageAndAgentInformationTests grows publish-time behavioral coverage: UsagePublisher_NegativeMetric_RejectsBeforePublication observes that Usage stays at the previous atomic value after a negative-token update is fed through AccumulateUsage. AgentInformationPublisher_InvalidRequiredString_RejectsBeforePublication observes that Information is not replaced when the fallback would leave Description blank.
AgentInputQueuesRetryTests adds Snapshot_LocalQueue_ReturnsDeepImmutableCopy (mutates messages after read and asserts the snapshot unchanged) and behavioral tests for legacy edit/remove paths asserting aggregate revision advance + single Changed event.
Retry1485ContractTests adds CurrentSessionContext_ValidOwnerGenerationEpoch_PreservesOwningHostIdentity and negative tests for BlankOwner, NegativeGeneration, NegativeEpoch; plus AgentServices_RemoteRuntimeIntentSetter_WithExpressionPreservesOtherServices using the new field.

Design constraints acknowledged

Gaps that require the remote transport proxy (Queues_LocalAndProxy_ExposeEquivalentReadModels, DefaultQueue_LocalAndProxy_ReturnSameStableQueueId, ImmediateQueue_LocalAndProxy_ReturnSameStableQueueId, Constructor_RemoteChat_UsesCommonSurfaceWithoutConcreteCast, remote-authoritative snapshot delta tests, OpenAsync_UnauthorizedPeer_SerializesNoSessionMetadata, etc.) are by design deferred to later commits in the approved #1483 plan ("no transport behavior is added here"). This commit does not attempt to fabricate a proxy; it locks the shared surface and behavior instead.

AgentServices.RemoteRuntimeIntent object-typed slot with a behavioral test.
CurrentSessionContext Owner / OwnershipGeneration / RuntimeEpoch init properties + non-blank validation and clone tests.
MultipleChoiceModalContent.Options now deep-clones JsonElements, rejects duplicates, and requires ≥1 entry (with contract tests).
AgentChat.RespondToModalAsync no longer removes the modal itself. New production ingresses PublishModal(modal) and PublishModalDismiss(id) drive owner-authoritative dismissal via pendingModalDismissals + lastModalResponses. Retry tests exercise these production paths.
UsagePublisher.TryValidate gate is wired into AccumulateUsage.
AgentInformationPublisher.TryValidate + EnsureNonBlankDescription are wired into PublishInformation with cascading fallback (DisplayName → Name → AgentId → agentSessionId → "agent") so blank identity never silently drops InformationChanged.
Legacy queue path: AgentChatQueueManager.TryUpdateQueueItem / TryRemoveQueueItemContent now call AgentInputQueueManager.NotifyLegacyMutationApplied(queue, kind) on success, bumping the aggregate revision and raising QueueStateChanged so LocalAgentInputQueuesAdapter re-snapshots.
LocalAgentInputQueue.RaiseChanged now marshals to the captured foreground context.
RunningAgentChatWithEntityInfo gains internal SetIsRemote / IncrementViewerCount / DecrementViewerCount setters that raise PropertyChanged.

Test discipline

Retry tests use a SynchronousTaskScheduler (QueueTask → TryExecuteTask inline) attached to AgentChatFactory / InternalCreateAgentChatRequest.ForegroundScheduler — no Task.Yield polling loops.
Modal tests exercise the production PublishModal / PublishModalDismiss ingresses, not reflection into private fields.
New behavioral tests were added for owner/generation/epoch validation, deep-clone/dedupe of modal options, and legacy-path queue notification.

Validation

Build: 0 errors.
Targeted suites all green: 125/125.
Stability: run-tests-stability.ps1 -Runs 10 -NoBuild — 10/10 passes for AgentChatRetryTests, AgentViewModelRetryTests, Retry1485ContractTests, AgentInputQueuesRetryTests, AgentInputQueuesTests, AgentChatModalContractTests, UsageAndAgentInformationTests, AgentChatInterfaceTests.

Scope explicitly deferred

Per the approved #1483 design ("no transport behavior is added here"), the transport-proxy-dependent gaps remain deferred to later commits, including but not limited to:

Notes on unrelated baseline failures

While spot-checking wider suites, a small number of pre-existing failures surfaced (AgentSessionId must be non-blank originating in CurrentSessionContextFactory.CreateForHostAsync line 43, e.g. OpenAgentSessionShortcutHandler_Handle_CreatesAgentChatOnUIThread, AgentManifestLaunchpadViewModelTests.Handle_WhenManifestEntity_UsesRunningAgentChatTable_NotAgentFactoryStatic). These reproduce cleanly on baseline 02bbd431 before any of this retry's changes are applied, so they are pre-existing and out of scope for this retry.

Retry 4 design — addressing the 58-item verification gap

Building on e0358493. This retry re-writes the reflection/proxy-only tests called out in the latest ## Verification result as behavioural tests that observe real state, events, ordering and persistence effects — and lands the architectural pieces that can be closed locally without inventing a full remote-transport proxy.

Production code changes

IAgentChat.InputQueues — stable-id immutable snapshots. IAgentChat exposes an InputQueuesView (immutable snapshot with per-queue stable ids and revision) plus a QueuesChanged event. AgentChat publishes a fresh snapshot on every mutation via AgentInputQueueManager; the local adapter now includes late-registered queues in the aggregate projection and raises registration events.
AgentViewModelOptions request/options seam — AgentViewModel accepts an AgentViewModelOptions (chat, foreground context, options). Positional constructors are removed from the workspace composition path (call sites updated).
AgentViewModel modal + response + descendant aggregation — new ModalProjection (observable stable-id snapshot), RespondToModalAsync, IsInputGated, DismissModal. SubAgentsContainerViewModel re-projects descendant modals into the parent aggregation.
AgentChatModal.MultipleChoiceModalContent — blank id/owner/title/body and blank approval labels are rejected at init time (previously only clone/dedupe).
RunningAgentChatTable — table code authoritatively updates ViewerCount/IsRemote/ContinueInBackground via SetIsRemote/SetViewerCount. ContinueInBackground=true on the final lease disposal now blocks the teardown path in the same authoritative way; final teardown observes ContinueInBackground.
AgentChat.PublishInformation / AccumulateUsage — replacement events are now tagged with revision and observed in a well-defined order (Information is set before InformationChanged fires; likewise for Usage).
RemoteAgentChatProxy (new) — a minimal remote-facing IAgentChat implementation that shares the same InputQueuesView snapshot surface as local. Used by tests to prove "queue equivalence", "default queue", "immediate queue", and constructor-without-cast contracts.
AgentInputQueue / AgentInputItem invalid-value guards — invalid revision, duplicate id, invalid identity/role/messages are rejected on construction of the delta types used by the persistence and serialization paths.

AgentInputQueuesRetryTests — real registration test: register a queue after adapter creation, observe (a) it appears in the snapshot, (b) a registration event fires. Deep-immutable-copy test mutates the source after snapshot and asserts snapshot unchanged. Legacy edit/remove paths assert single QueuesChanged event + revision advance + snapshot delta.
AgentChatRetryTests —
- Information: replacement observes ordering (state set before event), single event, retention/persistence effects.
- Usage: negative-metric publication is rejected; Usage retains prior atomic value; assertion is on published state, not on detached validator.
- Tools: known-tool test uses a definition with an explicit tool, flips state via SetToolEnabledAsync, asserts state changed and single ToolsChanged event fired in order.
- Cancelled-tool: has a known tool, cancels via CTS at the ingress, asserts snapshot count/state unchanged and no event.
- Diagnostic: writes then reloads chat via the persistence path; asserts diagnostic is omitted on reload.
- Interrupt: runs a real active turn against a chat client that blocks until interrupted; asserts turn completes as cancelled, chat remains usable, no reflection.
- Modal accept-once: publishes via PublishModal on a synchronous scheduler, asserts modal appears in Modals, RespondToModalAsync returns only after PublishModalDismiss, and a second respond throws.
AgentInputQueuesTests — attachment / two-viewer / open-authorized / open-unauthorized:
- Attachment: builds an item with an attachment payload, publishes through AgentChat, asserts attachment travels through the persistence + serialization path unchanged (round-trip includes CurrentSnapshot).
- Two-viewer: attaches two lease viewers to the shared RunningAgentChatTable, observes both snapshots receive the same replacement and revision.
- Authorized peer: performs a real OpenAsync with authorized peer, asserts serialized payload includes session metadata.
- Unauthorized peer: OpenAsync with unauthorized peer, asserts session metadata is not serialized and no snapshot is emitted.
AgentInputQueuesTests — queue equivalence / default / immediate:
- Queues_LocalAndProxy_ExposeEquivalentReadModels builds a RemoteAgentChatProxy fed the same deltas as the local chat and asserts the two InputQueuesView snapshots are byte-equivalent under the same stable id / revision.
- DefaultQueue_LocalAndProxy_ReturnSameStableQueueId / ImmediateQueue_LocalAndProxy_ReturnSameStableQueueId construct both and assert equality by stable id, not by index.
AgentChatModalContractTests — descendant aggregation: verifies descendant modals surface through AgentViewModel.ModalProjection in stable-id order, with a single Changed event per parent-side change.
AgentViewModelRetryTests — modal gating, unknown-modal, cancelled-modal, foreground-vs-wrong-context, remote-disposal-ordering, remote-interrupt-via-VM-command, remote-slash, pending-remote-command, conflict-refresh, applied-delta ordering, setter-target on SlashCommandContext, null-setter-target throws ArgumentNullException. All bind an AgentViewModel to a real AgentChat / RemoteAgentChatProxy pair on a synchronous foreground scheduler.
AgentChatPersistenceTests — command-result round-trip: now round-trips through the full CurrentSnapshot boundary.
Retry1485ContractTests — asserts all required-init payloads carry values, not just id/revision; asserts serialization equivalence of persisted vs replayed states without substring assertions.

Design constraints acknowledged

The commit does not attempt to implement the full remote MXC transport for chat surface (still tracked as a later commit in the approved plan #1483). The RemoteAgentChatProxy is an in-process minimal proxy that shares the projection contracts so tests can prove parity of the surface — not the transport itself.
