#49 - PRD: Claude Code baseline for the Solo Dev Starter Suite

Current behavior / design

As of this issue being written, #49 is the active Claude Code baseline PRD. It should remain open until readiness, Phase 1 shakedown, Phase 2 repeated evidence collection, and the Claude Code baseline report are complete and linked from the parent issue.

Why change

The parent PRD needs an explicit closeout step so the project does not drift from baseline collection into comparison work without durable artifact links and a clear completed state. Once #49 closes, #50 can become the planning anchor for Codex-vs-Claude comparison.

What to build

Prepare the #49 closeout. Verify that all child issues are complete, final artifacts are merged to origin/main, links are stable after the Markdown report-bundle reorganization, and the final comment summarizes the Claude Code baseline evidence without adding comparison claims.

Post the final closeout comment on #49 and close it as completed only after the artifacts are merged and Jordan approves the closeout.

Acceptance criteria

• Readiness/config verification, Phase 1, Phase 2, and report issues are complete or explicitly superseded.
• Final Claude Code baseline artifacts are merged to origin/main and linked in the closeout comment.
• The closeout comment includes links to the report, selected evidence set, digest, model/config note, and any review packet or caveat summary.
• The closeout comment states the selected trial count, task count, model/config, and high-level grader/review result.
• PRD: Claude Code baseline for the Solo Dev Starter Suite #49 is closed as completed only after Jordan approves the closeout.
• PRD: Codex and Claude Code starter-suite comparison #50 is left open as the later comparison PRD; no comparison claims are added here.
