Adding OpenAICompletion and OpenAIEmbeddings components

Description

This change introduces OpenAICompletion transformer that allows making API calls to OpenAI Completion endpoint through a spark dataframe

Motivation and Context

Combining OpenAI's language model and Apache Spark's data processing capabilities, empowering developers to leverage AI on vast datasets seamlessly.
