I validated the fix by reproducing #279 on a deployment to DigitalOcean (I reserved port 9090 between restarts), then pushing this fix and verifying that the error was no longer there. |

Also, fix the legacy metric asynchronous call, which we were not waiting for, and remove scraping of
outline-ss-serverwhen not enabled, which just pollutes the logs.Fixes #279
