Get rid of +1 comments notifications

@jetbrains/youtrack-workflow-one-vote-comment adds vote for each comment containing '+1'.

However, there is a problem with notifications: if a person is subscribed to issue comment, this person will get notifications for each comment, even if it only contains '+1', which is frustrating.

The ideal behaviour would be: a person adds '+1', thus the vote is added, while the comment is removed immediately.
