Add @Tainted/@Untainted annotations

Not sure if we should have ElementType.METHOD, ElementType.FIELD, ElementType.PARAMETER, ElementType.LOCAL_VARIABLE targets. It's probably bad practice to use these targets but if we don't have them the annotation won't be useful on Java versions older than Java 8.
