Scheduled Charge Misleading

The scheduled charge series should be removed from the Charge report. The scheduled charge series is misleading, and importantly, does more harm than good.

Per moser:

The NPES committee publishes a schedule with Max currents potentially delivered for a given experiment in a given period. Then we do the charge accumulation math to create the scheduled curve. But we know that for the most part a Hall will not always take the maximum scheduled current all the time, so we are all but guaranteed not to meet the scheduled charge accumulation curve.

It also mattered more once upon a time when we needed to resuscitate cathodes on a more regular basis. That's no longer the case. 

It also creates an unnecessary competing view of machine reliability.

Other changes:

• First plot y-axis will need to be changed from "Percent of Scheduled" to "Coulombs" and perhaps a second y-axis "Millicoulombs".
