Implement feature sets constraints

Feature set constraints define the minimum and maximum quantity of features in the set that can be active in a product. For instance, you can define a group of 4 features where a minimum of 1 feature must be active and all 4 can be active (like an Or constraint). If the maximum quantity is set to 1 this constraint works like a Xor constraint.
