Problem

J5 built its own agent tools when upstream's were more primitive, and nobody had re-checked them against what upstream ships now (#519). Jackson and I walked every tool against upstream's at pin 29980a3140 and recorded the decisions on the issue: the decision record. This PR builds four of them. It does not close #519: the spawn changes and steering to peer servers follow in their own PRs.

What changed

Listing. j5_list_participants returned every participant on the server in one answer, 152 rows on the live install. It now lists one project a page at a time and follows the pattern of upstream's own listing tools:

  • project_id (the caller's own when omitted), cursor, limit (default 50, maximum 100), name_contains, a three-way settled, and include_archived as before.
  • The result carries next_cursor and total.
  • The caller's row comes first, then the people, then agents with the most recently active first.
  • A peer server's agents are listed by naming it in server. The result names every server in servers, so an agent can find those names.

Stop. j5_stop_agent looked its target up in the caller's project only, while a send already crossed projects. It now reaches any agent on this server. It also follows upstream's rule for a write to another thread: the target may not run with broader permission modes than the caller. A Captain stopping a seat of its own Crew is exempt.

Send. j5_send_message gains two inputs:

  • mode: queue (the default, and today's behavior), steer or restart, with upstream's meanings. Upstream's auto is not offered, because it steers whenever it can. A receiver with no turn to steer or restart takes the message as any other. steer and restart get the same permission rule as stop; a queued send has no check. Both reach an agent on this server only in this PR.
  • attachments: files for an agent on this server, claimed into its thread before the message is committed.

J5's own version of t3_thread_send_attachments is no longer registered. It was a second, thinner send tool under upstream's name: no ask or reply, no retry key. t3_attachment_prepare_upload is re-declared in a J5 file for one sentence of its description, which pointed at the retired tool, and still runs on upstream's handler.

Admitted tools. t3_project_create, t3_project_update and t3_environment_preferences_update were hidden with no reason on record. They are registered as upstream ships them, and t3_project_clone has upstream's description back. t3_project_delete stays hidden until #552 settles what deleting a project does to J5's state.

How the landing mode travels

The mode is stored in the message.sent event, so a retried delivery lands the same way. Delivery already called upstream's sendToThread; for steer and restart it dispatches upstream's steer_active and restart_active on the receiver's steerable run, when the receiver's provider can do what was asked.

Two details keep that safe:

  • The sender's permission limit is stored with the message and supplied as upstream's DispatchModeLimit, so upstream checks it again under the receiver's lock at delivery. The receiver's modes can be raised between the send and the delivery.
  • An asked-for steer or restart is dispatched under a command id of its own. Upstream records a rejected command for good, and a restart aimed at a turn that has just ended is rejected. With one shared command id, every retry of that delivery failed and the message never arrived. Now it falls back to the plain delivery.

Things a reviewer should know

  • This PR is four pieces, not one concern. They share handlers.ts, tools.ts, their tests and several single-paragraph doc entries, and I could not split them into separately tested commits without re-editing those by hand. I chose one PR over four untested intermediate states. The sections above are the four pieces.
  • The stop rule reverses a recorded ruling. The tool definition said a caller's runtime policy never gates j5_stop_agent (Bryant, 2026-09-14). Jackson decided the new rule on 2026-10-11, and the definition records it as a reversal for j5_stop_agent alone. A 2026-09-16 ruling, that J5 carries no permission ceiling between Peer Agents because a peer can be asked to act instead, argues against this rule and against the one on steer and restart. I have asked Jackson to confirm.
  • A retried send with attachments copies the files again, and the second copy is left in the receiver's attachment store. The message itself is not duplicated.
  • The wording version in envelopes.v1.json goes from 23 to 24 for the two rewritten tool descriptions.

Review so far

An Astra peer reviewed the first commit and found four defects, all fixed in the second: the restart race above, the permission limit not surviving to delivery, claimed attachments not released for every kind of refusal, and a peer server that shares this server's name being unlistable. CodeRabbit found one more, fixed in the third: a project that could not be read was reported as missing.

A second round found two more on this PR, fixed in the fourth commit: cancelling a delivery did not look at an asked-for steer's own command, so a steer no provider took could be recorded as delivered; and a stop checked the target's modes only before dispatching. The stop now carries the caller's limit as upstream's DispatchModeLimit, as an asked-for steer or restart does.

Tests

  • Listing: paging, each filter, another project, a project that does not exist, a named peer server, and the refusals.
  • Stop: a target in another project, the refusal for a caller in a narrower mode, the Captain exemption, and the limit each Stop carries.
  • Send: a steer, a restart (interrupted once, a retry repeats nothing), the idle receiver, the default still queueing, a receiver raised above the sender's limit, a restart whose target turn has just ended, and a steer whose turn ends, fails or is interrupted before the provider takes it (delivery and cancellation), all through the real orchestrator in DeliveryTransport.integration.test.ts. The permission check, and that a queued send has none, in handlers.test.ts.
  • Attachments: the existing claim, refusal and delivery test, moved from the retired tool to the helper the send tool uses.
  • The registration test pins the 91 tool names and the absence of the retired one.

Live testing

Verdict: pass, with two accepted findings (below). A tester agent ran the whole stack (#553, #557, #563) on a live-test server with real agents on Claude Haiku and GPT Luna, following the j5-live-test skill. The full matrix ran on 6b5d4c25a7, with focused re-tests after each later change: 19016b3f48 (a wording fix), e4900a23f7 (the listing), 07c7a32375 (the rebase over #569) and a41318f23d, the head that merges. Report: test-reports/j5code-remote-steer-519.md.

What ran live for this PR:

  • Listing: an agent asked in plain words got one project's rows a page at a time, with total and next_cursor, and found the agents of a second project by its id. A person's row carried the project being listed: the second project's id when that one was listed, and the agent's own project otherwise.
  • Send: the default waits behind a busy turn and the sender is told so. A steer entered the receiver's running turn on Codex and on Claude. A restart interrupted a Codex turn and the same turn acted on the new message four seconds later. A steer or restart to an idle agent started a turn.
  • Attachments: a file on a plain message and on an ask reached the receiver's thread, and the ask's Exchange closed.
  • Permissions: a sender in a narrower mode was refused a steer, a restart and a stop, each with the reason and the way out, while its plain message went through. With equal modes all three worked.
  • Stop: an agent stopped one in its own project and one in another. Their queues were held, and a new message afterwards started a new turn.
  • Projects: an agent created a project and renamed it, and the app showed it.
  • Restart at rest: a queued message and a queued restart-mode message survived a server restart and each ran once after the queue was resumed.

One bug found and fixed. Asked in plain words to "interrupt" another agent, Claude Haiku sent an ordinary queued message with intent: "interrupt" and then said it had interrupted, twice. The send tool's description now leads with interrupting and names mode as the way. In the retest, Haiku and Luna each chose steer and restart correctly from plain words, with no coaching, four cases out of four.

After the rebase over #569 (a peer's ordinary message now enters a running turn on every Codex GPT 6 model), the re-tests found that three of this PR's texts said a message without mode always waits. They now say ordinary delivery waits for most agents and goes into the running turn for Codex GPT 6 agents. queue stays the name of ordinary delivery (Jackson, 2026-10-12).

Two findings the tester's report marks as failures, both accepted by Jackson on 2026-10-12 and not fixed here:

  • Haiku's choice of mode is inconsistent. Asked in plain words to interrupt, it chose correctly in four of six uncoached requests: two of three sessions got a steer and a restart right, and one got neither. Accepted as model variance.
  • A sender can misreport when its message landed. After an ordinary send to a busy GPT Luna agent, which took it mid-turn, the sending Haiku agent told the user the message would wait. The send result says nothing about timing in that case and the sender cannot see the receiver's model. Filed to investigate, not fix: Investigate: a sender is not told when its message went into the receiver's running turn #570.

Not exercised live:

  • A restart of a busy Claude turn. Claude cannot interrupt and restart a turn, so the message waits its turn and the sender is told it is waiting. That fallback is what ran. Codex's restart ran for real.
  • t3_environment_preferences_update, and a Captain stopping its own seat above its own modes. Neither was in the test matrix. The second is covered by a unit test.
  • The desktop app, mobile, providers other than Codex and Claude, and a real second machine are outside what the rig can do.

Nothing needs testing by hand.

Upstream impact

  • apps/server/src/mcp/toolkits/project/tools.ts: one J5 edit removed. t3_project_clone's description is upstream's again (FORK.md case 2).
  • apps/server/src/mcp/toolkits/worktree/registration.test.ts: the pinned tool list (FORK.md case 4).

No upstream product behavior changes. The tools admitted here run as upstream ships them. Register D2 and D4 in docs/j5/product/upstream.md are updated: D4 is now only about the default, and its revisit is #538.

Checklist

  • One concern: the description has no "also". Not met. Four pieces of one decision record, for the reason given above.
  • Tests cover the changed behavior (backend changes ship with focused tests)
  • UI changes: before/after screenshots above, and a video for motion or interaction. Not applicable: no UI changes.
  • Upstream-owned files: each one is recorded in FORK.md (case text and file-table row) in this PR
  • Upstream product: any change to what upstream's product does has a human decision linked above and a register entry in docs/j5/product/upstream.md
  • Surfaces: entry points, clients, providers, contracts, reverse states, connection modes (see AGENTS.md)
  • Live testing: the section above says what ran live and what did not
  • Docs: definitions under docs/j5/product/ and user docs rewritten where this changes them

Surfaces that applied:

  • Agents: these are the agent-facing tools.
  • Providers: a steer or restart depends on what the receiver's provider can do, read from upstream's own capability flags, so no adapter is edited.
  • Connection modes: steer and restart to an agent on a peer server are refused for now and follow in the next PR.
  • Docs: docs/j5/product/a2a/agent-tools.md, the register, the convergence watchlist and FORK.md.

Surfaces that did not apply: no client, contract or settings change, and no user docs describe these tools.

Explanation

PR #553 implements and documents four #519 areas: participant listing, stopping, sending, and selected upstream tool admission. The tests cover the changed behavior. The linked issue requires a broader tool-by-tool evaluation with an outcome and carrying-cost analysis. The PR explicitly defers spawn changes and peer-server steering or restart, and it does not establish decisions for the other tools listed by #519. The reviewed documentation records D2 and D4 changes, but it does not complete the wider evaluation.

Use queue dispatch for queue-mode Astra peer sends.

When steeringRun is present, the queue-mode Astra-peer path dispatches with steer_active. This can change the recipient's active run before its current turn ends, so the sender's queue request is not honored. Use the queue dispatch mode at this boundary.

…p, send and admitted tools

Jackson and I walked every J5 agent tool against upstream's at pin 29980a3
(#519). This lands the four pieces that are built:

- j5_list_participants lists one project a page at a time, with upstream's
cursor, limit and filters. It returned every participant on the server in
  one answer.
- j5_stop_agent reaches any agent on this server and follows upstream's rule
that the target may not run with broader permission modes than the caller.
A Captain stopping its own seat is exempt.
- j5_send_message takes mode (queue, steer, restart) and attachments. J5's own
version of t3_thread_send_attachments is no longer registered.
- Upstream's t3_project_create, t3_project_update and
t3_environment_preferences_update are admitted as upstream ships them.
