Update container specs for jedi-ci to match what is in unified-dev on supported platforms.

Testing

• docker-ubuntu-clang-mpich container build and CI testing built, ran jedi-bundle ctests and checked ecflow server
• docker-ubuntu-gcc-openmpi container build and CI testing built
• docker-ubuntu-intel-impi container build and CI testing built, successfully compiled jedi-bundle
