What does this Pull Request do?
Updates the readme to match the new template, updates Maintainer to Rosie Le Faive.
What's new?
Some new boiler-platish sections in the readme, a few things shifted around, updated maintainer.
How should this be tested?
A simple preview and comparison to the template should do it.
Additional Notes:
Since there isn't any documentation specifically on chullo in our docs yet, I left the link pointing to the docs in general.
