Terraform AWS template

Default template to use for quick set up. Includes github actions workflow.

Set up

1. Once you use this template, replace all instances of service with the name of your service. For example, compute
2. Enable both plan and apply workflows
3. Add AWS_ACCESS_KEY_ID, AWS_SECRET_ACCESS_KEY and their corresponding values to your repository secrets.
