Guidelines difficult to read and gather all information quickly

Guidelines are difficult to find/read what you are looking for and get a complete picture of a topic without looking in multiple places(for example information about fields was in 3/4 different sub-sections) and so after conversations with @MarkMichaelis thought to try and move things into one section that has all the information needed on a topic so you only have to look in one place to get everything from suggestions to naming rules to guidelines, etc.. Miscellaneous might be able to be split up a bit more, and could be the next working piece.

Coding section could be eliminated in the future as well possibly

Going to reopen as I think the organization of the guidelines md is an ongoing conversation, especially as the 'miscellaneous' category probably has a lot more optimizing that can happen.
