Describe the bug

The following error appears when using a Spigot build on a Spigot server since #3345.

To Reproduce

Run a Spigot server with Spigot builds from 1215 onwards (currently 1217).

Expected behaviour

FAWE should load.

FAWE won't load so can't debug paste.

Reverting the shadow plugin version to 9.0.2 fixes the problem, but I'm assuming that's not a sustainable solution for this build setup.

After some digging, it appears that the shadow 9.2.2 update (specifically, 9.2.1 works fine) changed how task manifest inheritance works.

Currently, it appears that the default shadowJar task (which is being used to build the Paper jar) is overwriting the manifest attributes that are set in the Spigot reobfShadowJar task here:

It might be worth noting that the GitHub build action is also failing from this build, presumably for the same (or related) reasons:

My proposed solution to this would be to give the Paper build its own task, separate from shadowJar to avoid any weird inheritance that may be going on.
