If the absolute path for dpctl checkout contains spaces the lack of quotes around working directory argument to Cython causes trouble.

This change adds the quotes.

Coverage Status

Coverage remained the same at 81.639% when pulling 937f763 on quotes-cython-arg-path into 646aee6 on master.
