Implement support for sub-devices. SYCL has three create_sub_devices functions and we should support all three:

  • DPCTLDevice_CreateSubDevicesEqually
  • DPCTLDevice_CreateSubDevicesByCounts
  • DPCTLDevice_CreateSubDevicesByAffinityDomain
