Environment with doubling SYCL devices

In development environment on Windows CI machine SYCL returns 2 copies of the same device.
It causes crash in creating device context.
The environment should be investigated..

Workaround is #118.

The issue was happening due a very old level zero driver and once we upgraded the driver the issue has not recurred. Please reopen if the issue recurs.
