test suite sporadically crashes on Windows

The exit code indicates "stack buffer overflow" on Windows (see ref ).

The crash is sporadic, but persistently recurring.

This issue is to reproduce it in a controlled environment and root-cause it.
CI only sees a CPU device, so to reproduce it, one must remember to set SYCL_DEVICE_FILTER=cpu.

We have not observed this behavior in a while now. It has likely been improved by both gh-1111 and by update of the OCL CPU RT with release of oneAPI basekit 2023.2.0
