1.21.7/1.21.8 + delay action feature

• Bump mod version to 1.2.8
• Updated to 1.21.7 / 1.21.8 (Jar works for both)
• Updated owo-lib dep to 0.12.22+1.21.8 to get a bug fix related to scissor code for scrollable containers (This made the icon and keybinds list unusable due to the rendered child elements disappearing).
• Adds a delay action, this adds a configurable delay (given in ticks) before the next action is executed.

For users who don't want to wait: A build is available on my fork here, in the artifacts.zip. Use at own risk.

For anyone coming across this.

I'm aware of 1.21.9's imminent release, I plan to have a PR for 1.21.9 done when I can, I've done what changes I can see are needed for the changes to keybindings / clicks, I'm now waiting on owo-lib having a 1.21.9 build for me to check any changes to how it's used / test.

I will most likely spin up a fork on modrinth if needed to make this eaiser for folks to install once 1.21.9 lands and I have a working build.
