Time summaries and filtering take into account date as well, not just time

Description

Time summaries take the whole date into account instead of just the time.

Steps to reproduce

2. Observe the Order Time summaries

Result

The summaries are incorrect.

Expected result

When the column type is time, the summaries should take into account only the time .

Same happens if you try to filter the time column. It takes into consideration the date as well, resulting in incorrect filter results. For example, if you select "After 3:00 AM":

LEAVING THIS NOTE BEFORE THE HOLIDAYS:

@skrustev @MayaKirova This is not a library issue, the filtering and summary logic work correctly. The time column is intended to represent time-of-day values, but the summary logic operates on full JavaScript Date objects:

The issue lies in the demo configuration.

In the sample, the time column uses full JavaScript Date values and does not define a custom summary operand. Therefore, the grid falls back to IgxDateSummaryOperand, which compares full timestamps including date and timezone. The apparent mismatch comes from formatting the result in a different timezone, not from incorrect summary logic:

This causes a time shift (e.g., 01:55 AM Local becomes 11:55 PM UTC on the previous day). The summary correctly identifies 01:55 AM as the earliest time, but the grid displays it as 11:55 PM, making the result look incorrect to the user.

I think we should remove the timezone: 'UTC+0' setting from the sample. Since the data is generated in local time, displaying it in local time will be consistent.

I am not sure this should be the correct behavior for time columns. Time columns by default should format only by the time portion of a Date object. Yes currently it uses the default IgxDateSummaryOperand, but to me there should be separate default one - IgxTimeSummaryOperand.
Also the pipeArgs in this case having timezone should be taken into account when calculating the summaries result imo. I as user wouldn't want my dates to be calculated using local time if I explicitly set a timezone. Otherwise there's mismatch in what is actually rendered and how the grid internally determines the earlest/latest time and makes it even more confusing.
