Describe the user role
As an osparc user, I would like to be able to stop a service that gets stuck in the "pending" state.
Describe the goal
Sometimes, the requested resources are not available, and I'd like to give up on the request without deleting the service. But when pending, services cannot be stopped.
Describe the benefit
Save a lot of time.
