GUI: create dialogue box to manage settings for 'alerts on blocks' system #8731

Description

Feature Description

As an instrument user or scientist, I would like to have an easy way of configuring alerts on blocks so that better and more efficient use can be made of the module. Currently it is managed via Genie_Python commands, as detailed in the manual linked to below, and can be awkward to use (as reported by scientists in an IBEX demonstration IIRC).

Explanation

This is analogous to the run-control system, except that a message can be sent when a block is out of range, rather than pausing the data collection. Due to this fact, it is envisaged that the run-control dialogue box could be used as a template for this work.

Additional Information

Notes from planning

Agreed a lightweight approach should be taken (not part of a config), see recording. Figure out which bits of existing run control can be shared, refactor to allow those to be reused (anything to do with configs in GUI, is the knottiest bit, so allow time).

Acceptance Criteria

  • a GUI / dialogue box exists to configure the alerts on blocks Genie_Python functionality
  • Squish test and documentation (user) exist for above
