Aeroflex: fix modulation readback #8015
Description
As a scientist I would like modulation to be displayed correctly in the OPI
Also I would like the Aeroflex signal generator OPI to be compatible with other similar makes and models so any changes need testing as per #7883
Acceptance criteria
- Modulation readback is correct
- IOC and OPI are tested with alternative models of signal generator
