Remote IOCs: archive data

This ticket is a sub-ticket of #3125

As a developer/scientist, I would like instrument archive data from remote IOCs to be available in the log plotter view of a client running on the NDX instrument control PC.

This is likely to be achieved by setting up and running an EPICS archiver on a central server (we can ask facilities IT for one). We will also need to point the GUI at this new central archiver.

Note:

• This should not be confused in any way with the isis data archives. It is the equivalent of the MySQL instrument archive, for remote IOCs.
