UI Downloads do not work in datasets with a locally FAIR enabled Dataverse

What steps does it take to reproduce the issue?

1. Create a new Dataverse (Does not matter whether you publish or unpublish it)
2. Enable Locally FAIR by giving yourself (@your_username) access
3. Create a new Dataset and upload a file into this dataset
4. Attempt to download this file on the JSF UI

• When does this issue occur?
  The issue occurs when you attempt to download files inside a dataset on a locally FAIR enabled Dataverse

• Which page(s) does it occurs on?
  Dataset Page

• What happens?
  The download does not take place and throws a 404 error instead.

• To whom does it occur (all users, curators, superusers)?
  All Users

• What did you expect to happen?
  Download should take place, the file should be downloaded
