Overview of the Feature Request

This is part 1 of #90

The backend logic to implement will only support the display logic of the files tab when accessing the dataset page, without supporting filtering or other tab actions, which will be developed in upcoming spike issues.

This issue will potentially be split into spike issues depending on whether it is necessary to extend the API (dataverse core repository) and/or the js-dataverse module (dataverse-client-javascript repository).
