adding support for cse 08 during profile creation

Adding the special case for 2008 batch when the roll numbers don't have department/degree information and getting it from a file.
Not storing to or getting from db as the data is small and the case rare.
Not taking care about privacy at all as the data is publicly available at http://cse.iith.ac.in/people/students/btech08.html . If any privacy concerns are there then we can keep only roll number and email id.
