[Feature Request] Blacklist Item Filter/Advance Item Filter

Currently, the pneumatic tube filters have a hard time handling items with a lot of nbt variants. (i.e. golden sword from a gold farm)

As such, I think we need either a blacklist (to specific insert all drops that are not suppose to be routed to other places) or advance filter that allows for specifying exact NBT match or otherwise.

I'm not sure how to distinguish between a datapack item that should always have nbt enabled (and in some cases specific nbt), vs normal items.

In some mods, they have filters that ignore item damage, ignore nbt, etc, so maybe that is a path possible.
