docs: track Telegram blurry fullscreen animated emoji (upstream)

Summary

• Documents Telegram’s blurry fullscreen animated/custom emoji media-viewer behaviour (low-res thumbnail upscaled).
• Adds screenshot + platform matrix with filed upstream issue links from Hyperlinks Space.
• Points short_term_backlog.md at the tracking write-up.

Test plan

• Open the linked screenshot and markdown on GitHub preview (raw PNG 200 OK; markdown blob reachable)
