Posting this PR as a draft to show work has been done on this.

Ideally before officially submitting the PR I would like to also build a custom user template example, and include a wrapper around repgen5 (I.e. bubble up repgen5 and allow cwms-cli to be the distribution)

In a later PR would like to add a --output=PDF option to the daily and other reports that uses itext work done by @rjlarsen842 and @TestCWMS1

Right now this is a proof of concept for 1 generic report type called daily.

Loading

Once files are written to disk, to upload files to S3/Blob you would then call. These keeps the scripts contained to the one thing they do. Render a report. Upload an object. Etc.
