sample-data folder added with Readme.md file.
This contains a table describing how to import Australian PBS medicines data.
The aim of the pull request is to have a folder where data sets can be contributed.
NB: the PBS database is copyrighted so can't be included as a .csv file. However, it is freely available for download.
