Access users data for external puter apps

follow up from #3349

hi team, i'm making a separate issue for the case of "external apps"

if the previous issue is about accessing users data of a puter app (inside puter.com)
this one is about accessing the data for external apps, meaning websites that use puter.js, but don't list them as apps in puter.com
same argument as previous issue, i think our platform should support this 🙏
