Deployment-only HP OS Telegram approval source. Adds the owner-only gateway, SQLite approval migrations, root .env loading, safe .env.example, ignore rules, and focused tests. Does not start the bot, create Windows secrets, or implement AItoEarn integration. Validation: python3 -m pytest tests/test_content_pipeline.py; git diff --cached --check.
