The debug library is recompiled in a way that should make it work for people that don't have development environment installed.

Dropped 32 bit library, it doesn't work. I don't think there is a need for one in 2024 anyway.
Switch to a more robust initizalization of the library
Added a debug build that logs to C:\Users\USERNAME\NPWrapper64.txt so if something doesn't work it can be checked what's wrong hopefully.

One important bug fixed: don't initizalize the library on every thread.
