[Feature] Buttons for Application Saving and Applicant Clearing

• make a button in the location shown below that reads "Clear Applicant Data" and is a red color
  
• make a button on the application page beside the submit button that says "Save Responses" and has a MUI save icon (same blue as submit button)
• no button functionality at this time, the backend functionalities will be separate tickets

• FE buttons are created
