Socialdemokraterna (Mot. 2025/26:3919) ja MP (Mot. 2025/26:3923) vaativat molemmat muutoksia siirtymäsäännöksiin, kun taas Centerpartiet (Mot. 2025/26:3921) esitti hylättäväksi kiellon tietyistä metsästyksessä ja loukkuun jääneiden eläinten lopetuksessa käytettävistä puoliautomaattisista kivääreistä. Vänsterpartiet (Mot. 2025/26:3920) meni pisimmälle ja ehdotti nuorisovankeutta koskevien säännösten suoraa hylkäämistä asiaan liittyvästä Prop. 2025/26:132:sta.</p>
<p>Opposition monihaarainen strategia on merkittävä. Yhtenäisen blokkihylkäyksen sijaan kukin puolue on kohdentanut kritiikkinsä niihin pykäliin, jotka eniten koskettavat sen omaa poliittista identiteettiä – C puolustaa maaseudun metsästysoikeuksia, V vastustaa kovempia nuorisorangaistuksia, ja S sekä MP hakevat varovaisempia toimeenpanon aikatauluja. Tällainen lähestymistapa maksimoi hallitukseen kohdistuvan paineen ja mahdollistaa samalla sen, että jokainen oppositiopuolue voi esittää äänestäjilleen selkeästi erottuvan oman linjansa.</p>
<h2>Valtiopäivien syke</h2>
<p>Neljän valiokunnan mietintö julkaistiin tänään, kattaen verotuksen, koulutuksen, oikeuspolitiikan ja tiedustelun valvonnan. Skatteutskottet (SkU) julkaisi mietintönsä yrityksistä, pääomasta ja kiinteistöistä (SkU15). Utbildningsutskottet (UbU) esitteli katsauksensa varhaiskasvatuspolitiikkaan (UbU6). Merkittävintä oli kuitenkin Justitieutskottetin kaksi painavaa mietintöä: JuU25, joka arvioi salaisten pakkokeinojen käyttöä vuonna 2024, sekä JuU24, joka käsittelee lain eräiden ulkomaalaisten erityisvalvonnasta vuoden 2025 arviota.</p>
<p>Valvontamietintö JuU25 julkaistaan juuri, kun hallitus ajaa eteenpäin tekoälyyn perustuvaa kasvojentunnistusta koskevaa lakiesitystä (Prop. 2025/26:150, esitelty eilen). Ajoitus luo välittömän poliittisen kontrastin: Riksdag tarkastelee samanaikaisesti, miten nykyisiä salaisia pakkokeinoja on käytetty, ja pohtii poliisin valtuuksien merkittävää laajentamista. Vastustajat tulevat käyttämään valvontatietoja argumentoidakseen, että nykyiset toimivaltuudet ovat jo riittävän pitkälle meneviä.</p>
<h2>Hallituskatsaus</h2>
<p>Hallituksen lainsäädäntöputki pysyi vilkkaana, vaikka parlamentaarinen huomio siirtyi yhä enemmän valiokunta- ja täysistuntotyöhön. Valtioneuvoston kanslian eiliset 14 lehdistötiedotetta kattoivat aiheita pohjoismaisesta rikosoikeusyhteistyöstä Allmänna arvsfonden -yleisen perintörahaston uudistukseen. Uuden pääjohtajan nimittäminen Säkerhets- och integritetsskyddsnämnden-virastoon (Security and Integrity Protection Authority) on erityisen ajankohtainen, kun tekoälyvalvontaa koskeva lakihanke etenee.</p>
