Mail API spec: domainEnabled on v1 mailbox addresses

Spec-first companion for HQBase/hqbase#131.

Documents one new field on the v1 compatibility addresses entry: domainEnabled is false when an owner has turned off or disconnected the address's email domain, and true otherwise. Installations from before the field do not send it, so clients that support them treat a missing value as true. v2 is unchanged.
