Making obsparam required beam path from hpc config. How to do this in local run?

Currently, making obsparam locally with vsim.py does not work because it looks for the beam path in the hpc config.

Ah, we should probably just make a "LOCAL" config, or something similar

I think that is the best. Just make a local.yaml that can contain just the beam file path and no slurm flags, and keep that config in the repo. We should set HPC_CONFIG to a specific value though, probably LOCAL. Otherwise, the variable will be None and it will still raise error still when it try to find the beam path.
