VALIDATION_SYSTEM_NAME="" should be treated as local

Currently, environment variable VALIDATION_SYSTEM_NAME will be check to automatically read in the right hpc configuration file, e.g. VALIDATION_SYSTEM_NAME="ilifu" will read config from ilifu.yaml. However, VALIDATION_SYSTEM_NAME="" will still look for .yaml. It should instead be treated as a local run.
