RTS-GMLC to openTEPES format

This PR adds a workflow and scripts to execute the case RTS-GMLC using the openTEPES model. The case RTS-GMLC that is solved using openTEPES corresponds to a unit commitment problem category.

I'm happy to merge this. However, I would like to move away from the current structure where the model specific data sits in the same repo as the source data. So, I'd like to move all the FormattedData files to separate repos. But, I haven't found the time or motivation to do that, so for now, I'm happy to merge.
My only other request would be to remove the .idea folder from the PR if possible.
