Integrate green algorithms tool into the AI cloud job initialization flow

My goal is to get AI developers to consider the carbon footprint of their choices before they start up AI training jobs.
In my experience most developers do not take the time to open the carbon footprint calculator.
On the other hand, if we could integrate the carbon footprint information into the existing flows for starting up training jobs, this could force developers to take notice of this, and hopefully encourage them to make better decisions for the environment.
The idea would be to wrap the boto3 python API so as to include carbon footprint information and make this the tool of choice for starting up jobs.

Not directly linked to this, but the new release coming this week will include an AI tab more suited to AI worksflows (with training and inference)
