The zh-TW README had drifted to a 77-line abridged translation of an old (v4) version, missing most sections present in the current English README. Rewrite it as a full 1:1 translation of the v8 README: Prerequisites, full platform tables, optional extras, environment variables, privacy, troubleshooting, full command reference, and the Contributing section.
