Do not check kotlin-stdlib in dependencies by default

Because kotlin-stdlib can be safely upgraded, it's OK to have higher versions. Gradle plugins is the exception.

Also:

• fix getting the api and runtime dependencies for Android (there are multiple outgoing variants with java-api/java-runtime usage)
• fix downgrading the kotlin-stdlib version for Android (using Kotlin source sets doesn't work)
• commit kotlin-js-store
