Add foundry and policy-aware design remediation flows #10

Problem Statement

Studio already reads foundry profiles and can block invalid prod runs, but design-tool users need actionable remediation while authoring. Disabled palette entries and validation messages explain some failures, yet there is no guided flow to remap gates, switch backend, choose a compatible foundry profile, or request/record a policy override.

Proposed Solution

Implement policy-aware remediation:

• validation issues include machine-readable suggested fixes,
• one-click actions for backend switch, profile switch, clamp parameter, remove unsupported gate, or add required measurement,
• policy override drawer for approver/admin roles with reason capture,
• foundry profile detail view with capabilities, max modes, allowed operations, signature status, and validity window,
• tests for prod guardrails and remediation actions.

Acceptance Criteria

• Every blocking Studio validation error has a stable code and at least one suggested next step.
• Remediation actions append audit entries.
• Prod override requires approver/admin and a non-empty reason.
• Foundry profile selection shows capability differences before run.
• CLI runtime still enforces prod profile checks even if UI state is bypassed.
