This change adds an option to the github service to disable the default behavior wich pull all issues the authentified user is assigned to, regardless of the repository. Fix GothenburgBitFactory#314.

This is a new option to fix #314. I set the default to be backward compatible so it shouldn't change bugwarrior's behavior for existing users.
